Introduction:

Prof. Wm A. Wulf, born in 1939, was President of the National Academy of Engineering, USA, and in 2005, elected foreign member of the Chinese Academy of Engineering. He once worked as the Director Assistant at the National Science Foundation, a profession at the University of Virginia and Carnegie Mellon University, a founder and President of Tartan Lab.

As a foregoer in computer and information science, he devotes himself to high-performance computing, active communication, program language, compiling system, operating system and architecture of computers.

Prof. Wm A. Wulf is a member of the National Academy of Engineering, USA, a foreign member of Russian Academy of Sciences, as well as a member of five specialized societies (ACM, IEEE, AAAS, IEC and AWIS). He published over 100 papers and technical reports and three books. He is the owner of two American patents and has provided tutorship to 25 Ph.D. candidates in computer.

Prof. Wm A. Wulf attaches great importance to the cooperation in engineering technology between the United States and China. Under his direct leadership, the National Academy of Engineering and the Chinese Academy of Engineering signed the Memorandum of the Agreement on the Cooperation of Engineering Science and Technology in 2000, and based on this framework, the two academies launched the research on Chinese and American Development Strategy on Privately Used Vehicles and cooperation on programs concerning water resources. Prof. Wm A. Wulf was invited to attend international conferences in China in 2000 and 2004 respectively, in which he delivered keynote speeches.
