9月17日上午，由联合国教科文组织国际工程科技知识中心（简称“国际知识中心”、“IKCEST”）、西安交通大学和吉尔吉斯斯坦国立民族大学联合主办，IKCEST丝路培训基地承办的第59期丝路工程科技发展专项培训开班仪式在吉尔吉斯斯坦国立民族大学顺利举行。吉尔吉斯斯坦国立民族大学校长卡纳特·萨迪科夫，校长助理苏白·阿那别克，定向培训学院院长阿莱别克·沙姆什耶夫，“一带一路”吉中研究中心主任拉希德·优素波夫，西安交通大学继续教育学院院长邸德海及来自西安交通大学外国语学院和数学与统计学院的教师出席开班典礼。开班典礼由吉尔吉斯斯坦国立民族大学校长助理苏白·阿那别克主持，共有来自吉尔吉斯斯坦国立民族大学的190余名学员参加培训。

The opening ceremony of the 59th IKCEST Training Programme for Silk Road Engineering Science and Technology Development was held in Kyrgyz National University on the morning of September 17th, 2019. It was co-hosted by the International Knowledge Centre for Engineering Sciences and Technology (shortened as “IKCEST”) under the Auspices of UNESCO, Xi’an Jiaotong University and Kyrgyz National University, and was organized by IKCEST Silk Road Training Base. Sadykov Kanat, President of Kyrgyz National University, Su Bai Anabek, President Assistant of Kyrgyz National University, Alebek Shamshev, Dean of Directional Training College of Kyrgyz National University, Rashid Yusupov, Director of the Belt and Road Kyrgyzstan-China Research Center, Di Dehai, Dean of the School of Continuing Education of Xi’an Jiaotong University, and teachers from the School of Foreign Studies and the School of Mathematics and Statistics of Xi’an Jiaotong University attended the opening ceremony. President Assistant Su Bai Anabek hosted the opening ceremony. Over 190 trainees from Kyrgyz National University participated this training programme.

开班典礼上，邸德海院长代表西安交通大学讲话。他表示，在中国工程院和国际知识中心的支持下，IKCEST丝路培训基地始终致力于在“一带一路”的框架下，通过组织专项培训，将工程科技领域中先进的知识和技术在全球范围内进行分享，实现社会的共同进步。西安是丝绸之路的起点，比什凯克是丝绸之路的重要中心节点，相信西安交通大学和吉尔吉斯斯坦国立民族大学一定能以此次IKCEST丝路工程科技发展专项培训为契机，建立起良好的合作关系，共同为中吉两国发展做出相应的贡献。

On behalf of Xi’an Jiaotong University, Dean Di Dehai made a speech at the opening ceremony. He said that with the support of Chinese Academy of Engineering and IKCEST, IKCEST Silk Road Training Base has always been committed to sharing the advanced knowledge and technology in the field of engineering sciences and techonology on a global scaleso as to achieve the common progress of society by organizing training programmes under the framework of the Belt and Road Initiative. As Xi’an is the starting point of the ancient Silk Road and Bishkek is a key regional centric node of it, Dean Di believed that Xi’an Jiaotong University and Kyrgyz National University will take this training programme as an opportunity to establish a closer tie and jointly contribute to the development of China and Kyrgyzstan.

卡纳特·萨迪科夫校长与IKCEST丝路培训基地代表团对两校开展合作进行深入交流。他表示希望双方开展深入合作，共同培养优秀学生、共享优质教育资源和共建培训项目。代表团成员对合作充满信心，邸德海院长表明继续IKCEST丝路培训基地将全力推动落实双方的合作事宜。

President Sadykov Kanat conducted in-depth exchanges with the delegation of IKCEST Silk Road Training Base. He hoped that an in-depth cooperation with IKCEST Silk Road Training Base be established to jointly cultivate outstanding students, share high-quality educational resources and jointly develop training programs. The members of the delegation are also full of confidence in the cooperation between the two sides. Dean Di Dehai suggested that IKCEST Silk Road Training Base spare no effort to promote the cooperation.

此次培训是西安交通大学与IKCEST丝路培训基地继泰国、俄罗斯、乌兹别克斯坦之后，又一次跨国人才培养的实践，是IKCEST丝路培训基地在留学生培养工作专业化、社会化服务道路上迈出的坚实一步，也将为吉尔吉斯斯坦国立民族大学与西安交通大学间的校际合作打开新局面。吉尔吉斯斯坦卡巴尔国家通讯社等新闻媒体对本次培训进行了多形式、多角度、全方位的报道。

This training is the fourth time that Xi’an Jiaotong University and IKCEST Silk Road Training Base conducted their talents cultivation programme outside China, with earlier ones held in Thailand, Russia and Uzbekistan. IKCEST Silk Road Training Base has taken a solid step for the professionalization and socialization of foreign student training, and this training programme will also open up a new situation for inter-school cooperation between Kyrgyz National University and Xi’an Jiaotong University. Media such as Kabar - Kyrgyz National News Agency conducted multi- form, multi-angle and all-round report of this programme.

目前，IKCEST丝路培训基地已举办59期“丝路工程科技发展专项培训”，共培养了来自100余个国家的4000余名留学生、以及在华外向型企业人员。此次培训，作为丝路培训基地一项重要工作，将在培养丝路人才，服务国家“一带一路”倡议方面发挥重要的作用，同时，也为推动文化、科技、教育交流，为丝路沿线和欧亚非地区经济社会发展做出重要贡献。

Up till recently, 59 sessions of IKCEST Training Programmes for Silk Road Engineering Science and Technology Development have been held by Silk Road Training Base, training more than 4,000 foreign students from over 100 countries and staff from some export-oriented Chinese Companies. As an important mission of the IKCEST Silk Road Training Base, this training programme plays an important role in cultivating talents and promoting the Belt and Road Initiative. In the Meanwhile, it also made important contributions to the economic and social development of European, Asian and African Belt-road countries and regions.

IKCEST是联合国教科文组织下属二类中心，2014年6月在北京成立，依托中国工程院建设，旨在面向世界各国尤其是发展中国家的政策制定者、广大工程科技工作者提供咨询、科研、教育等知识服务。2017年2月，国际知识中心依托西安交通大学，设立“IKCEST丝路培训基地”，为“一带一路”沿线国家培养工程科技人才。

IKCEST is a category II centre under the auspices of UNESCO and was established in June 2014 in Beijing. Chinese Academy of Engineering is responsible for the operation and management of the IKCEST. IKCEST aims to provide knowledge-based services at a global scale in the form of consultancies, scientific research and education for policy-makers and engineering science and technology professionals in the world, with particular reference to the developing countries. In February 2017, based in Xi’an Jiaotong University, IKCEST Silk Road Training Base was established, which aims to train more engineering science and technology talents for Belt-Road countries.
